País Vasco, ¿una estrategia competitiva a largo plazo?

Abstract

El País Vasco es una región que se considera un caso de éxito en la literatura académica económica nacional e internacional por la construcción de políticas pioneras de estrategia territorial centradas en la industria. En el contexto de incertidumbre actual, tener conocimiento del por qué esta región se considera un éxito y cómo ello se refleja en su estructura económica, vía un mejor desempeño económico, puede ser una fuente valiosa de información para poder afrontar los grandes retos del S.XXI. En nuestro trabajo, realizamos una revisión histórica económica de ello hasta el momento actual, para posteriormente, preguntarnos si desde las tres perspectivas del PIB (oferta, demanda y rentas) y mediante comparativas con España y UE-27 verificar si realmente el País Vasco presenta una estructura económica diferencial que pueda ser un factor de mejor desempeño económico y que a su vez le esté dotando de una mejor resiliencia para poder afrontar las tres transiciones actuales: energético-ambiental, tecnológico-digital y demográfica-social. Concluimos que la estructura que presenta la región está centrada hacía actividades progresivas e industria: actividades que por sí mismas, generalmente presentan productividades más elevadas. Además, lo potencian a través de inversión en activos no materiales que están correlacionados con un mejor desempeño económico. Complementariamente, hallamos que el País Vasco presenta una complejidad del tejido económico más parecido a las regiones del norte Europa y que la sofisticación del tejido económico también se correlaciona con mejor desempeño económico.

The Basque Country is a region that is considered a success case in national and international academic economic literature due to the development of pioneering territorial strategy policies focused on industry. In the current context of uncertainty, understanding why this region is considered a success and how it is reflected in its economic structure resulting in better economic performance, can be a valuable source of information to face up to challenges of the 21st century. In our project, we provide a historical economic review of this region up to the present time, and then we question whether, from the three perspectives of GDP (supply, demand, and income) and through comparisons with Spain and the EU-27, the Basque Country, actually, presents a distinctive economic structure that can be a factor for better economic performance and, at the same time, provides it with better resilience to face the three current transitions: energy-environmental, technological-digital and demographic-social. We conclude that the structure presented by the region is focused on progressive activities and industry, activities that in themselves, generally, have higher productivities. Additionally, they are further enhanced through investment in intangible assets that are correlated with better economic performance. Moreover, we find that the Basque Country has an economic complexity index like regions of Northern Europe, and that the sophistication of economic manufacturing also correlates with better economic performance.
