Title: Anàlisi econòmica i de situació de les plantilles de personal de les Administracions Públiques Locals dels municipis de major població a l’Alt Empordà, des de la perspectiva de gènere

Abstract: The objective of this economic analysis is to develop a diagnosis of the labor situation from a gender perspective, in the personnel templates of local public administrations. Based on internal and external equity between different municipalities, and in relation to their budget. For its preparation, a representative sample has been taken from Alt Empordà municipalities that bring together 80% of the region's population: Figueres, Castelló d'Empúries, l'Escala, Roses, Vilafant, Llançà and la Jonquera. And based on the data published by each of these local administrations on their website, on the transparency portal, it was possible to access the list of workplaces for each entity and its budget. With respect to the gender of the person occupying each job, it will be the administration itself that provides the data, given that they are not published. In addition, the Generalitat de Catalunya platform also has a government transparency and data portal open to public consultation, which will be the support to obtain the necessary and difficult to-access additional information. The reason for this analysis is twofold: on the one hand, to find out whether the deployment in recent times of different regulations - both national and regional as well as European and/or international directives - of mandatory compliance, related to eradicating direct and indirect discrimination , in addition to the implementation of equality measures in the workplace, make it possible to modify possible inequalities or discrimination in treatment based on gender (among other reasons); despite also having to apply the normative deployment in the matter of staff recruitment in public administrations, in addition to the limitations imposed in terms of budgetary limitation. And for another, to find out if the workplaces suffer from gender segregation in the personnel templates of this sample. Thus, aside from visualizing possible inequalities in their workforce, local public administrations will have to establish a balance while implementing policies in terms of equality for their staff, at the same time that they must also adopt to labor regulations in terms of hiring and remuneration; and in addition, apply the budgetary restrictions imposed by regulations.
