L’ocupació pública als petits municipis: especificitats i necessitats de regulació

Abstract

Els municipis petits arrosseguen un problema d’incapacitat –o dificultats– en l’exercici de les seves competències i de prestació de serveis obligatoris, que s’han afrontat generalment a través de la prestació de serveis per altres ens locals o recorrent a fórmules associatives. El debat sobre la planta local i sobre la despoblació se centra en general en les dificultats de prestació –i accés– als serveis públics bàsics o a la generació d’activitat econòmica que fixi la població al territori. Tot i això, s’ha prestat molt poca atenció a l’ocupació pública en petits municipis i municipis en risc de despoblació. Aquests municipis disposen de molt pocs recursos i de personal insuficient per prestar serveis obligatoris i exercir les seves funcions. D’altra banda, els empleats públics en aquest context –inclosos els funcionaris d’habilitació nacional– tenen especificitats que s’haurien d’abordar a través d’una regulació específica.

The local authorities of Spain’s small towns and villages have always found it impossible – or at least difficult – to exercise their powers and provide compulsory services, an issue that has generally been addressed by allowing other local bodies to provide these services or by resorting to associative entities. The debate around local government and depopulation generally focuses on the difficulties in providing (and accessing) basic public services or on the creation of economic activities to retain the local population. Nevertheless, very little attention has been paid to the topic of public employment in small towns and villages and in those at risk of depopulation. Their local authorities have very few resources and insufficient staff to provide compulsory services and carry out their duties. Additionally, the public employment in this context, including civil servants of local government with national qualification, have specific features that need to be addressed with specific regulations.
