Abstract: Both the horizontal career and the performance evaluation are the great novelties of the current basic legislation on public employment. This new modality of the professional career not only becomes an opportunity for administrations to guarantee the right to promote their public employees avoiding the need of job changing, but adapts to the needs of small bureaucratic organizations with more horizontal structure as well.
