Abstract: The incorporation of Information and Communication Technologies (ITC) in the current educational framework has meant a change in the didactic model of teaching-learning, in using the teachers' digital tools in the programming and development of the curricular contents. The aim of this research study is to identify the difficulties of social sciences learning, derived from the use of ICTs, in relation to reference and design of contents, as conceptualized by teachers of primary education at the "Santiago Ramon i Cajal" school in Hospitalet de Llobregat. The descriptive methodology carried out in the data collection had as main objective to know the degree of compatibility of the teachers with the 38 items of a questionnaire that they had previously answered through the school's e-mail. The questionnaire included aspects related to educational practices and competences within the framework of reference and content design. The research results show that learning difficulties arising from the education system and deriving from social, family and cultural factors in today's society predominate over technological ones. Despite having their own identity and the increased use of ICTs, they are still considered as problems. Likewise, the technological tools developed within the framework of reference and content design are considered to be difficulties by their very nature. In this case, the implementation of appropriate pedagogical protocols can turn them into tools that facilitate the learning of curricular content for students.
