Title: La tramitació 100% digital de les llicències urbanístiques és possible i millora l'eficiència

Abstract: The timing of the processing of building permits is a matter of great concern to public administrations. Urbanistic laws are becoming stricter and the municipal technicians need to review projects very carefully to comply with the established legislation. If we consider that almost always it is necessary to correct some aspects of the project and request the required sectoral external reports (firefighters, civil protection, or other bodies), processing times are perpetuated. Architects and developers highlight the variability of processing times that occurs in Catalonia. Although the Regulation for Urban Licenses, Activities and Services states that the maximum processing time is two months, the average processing time in Catalonia is 5 months and, specifically in Sabadell, it reaches 9,3 months of waiting. In the case of Sabadell, on January 1st of 2018 came into force a new town planning ordinance that adapted the procedures to the new law to simplify the administrative activity. This was a step forward, but it is not enough, the final solution will come with the 100% digital building processing of urban planning licenses. Despite the reluctance, we will show that this is not only possible but also improves efficiency.
