Title: Caja de herramientas para la implantación de la administración electrónica en municipios medianos

Abstract: The European Commission defines e-government as the use of ICT in public administrations associated with organizational changes and new staff skills with the aim of improving public services, strengthening democratic processes, and supporting public decisions. Many local administrations of small and medium population towns have been suspicious about the arrival of electronic administration when they have to upgrade to a new form of digital work that they were unaware of, struggling with one change after another in the best possible way to carry out a project (e-administration) that does not get to take off. The objective of this work is to provide a simple method to measure the current situation of the implementation of electronic administration that allows to identify problems and offer possible solutions that can be orchestrated to solve them.
