Abstract: The development of a common market with the configuration of the European Single Market, a unique European market with borders that covers current needs and that is competitive in the global market of the 21st century, has been the main objective of the tractats of the European Union. The European Union will approve at the end of February 2014 the Directives on public procurement. In this context it is going to approve the Law 9/2017, of November 8, on Public Sector Contracts, for which it is transposed to the Spanish legal order the Directives of the European Parliament and of the Consell 2014/23 / EU and 2014 / 24 / EU, of February 26, 2014 on public procurement progress on the path of transparency in matters of public procurement, mitjançant l'impuls decided on electronic public procurement. The present work aims to show the disparity existing in the reality of the administrations and the economic operators, derived from the lack of infrastructure and training in the electronic tendering and contracting procedures, which led to the implementation of the generic electronic public contracting. Difficulties, and what provides the establishment with the following questions: What difficulties entails the implementation of the electronic contracting in the procedures of electronic processing of the contracting files, notification and electronic communication, electronic signature, electronic identification, both for economic operators as per you administracions? In what measure is PLACSP part of these difficulties? i, finally, affect a circumstance that has not only exacerbated these difficulties, in what way is the pandemic caused by Covid-19 influencing electronic public contracting? This is why it is necessary to ask: Who aspects of the analyzes could improve for such a day to obtain a contract and electronic tender which is complicated for public employees and economic operators? The study will contemplate both the quantitatius and qualitatius analytical methods, based on two research techniques: personal interviews, and questions. The results obtained donen support our hypothesis, because it is not a total implementation of the contracting and electronic public tender to solve the difficulties posed by the digital certifications, the programming, the lack of professionalization and the design of PLACSP . Concloem that the legal imposition of the contracting and electronic tender is not contributing to the efficiency and accessibility that is awaiting. Neither the contracting body nor the economic operator are obtaining full status in terms of administrative càrregues, both in processing times and in the documentary aspect.
