Title: Instruments de participació ciutadana als processos de pressupost participatiu realitzats amb la plataforma Decidim

Abstract: Participatory budgeting are decision-making processes about a part of the public budget that develop direct citizen participation. In recent years, the processes have included electronic participation platforms to promote citizen participation in its different phases. The Decidim platform is a tool applied in part of the processes held in Catalonia, mainly in the province of Barcelona. Objectives: Different participatory budgeting experiences are categorized in this paper according to the citizen participation instruments available in each of its phases. Next, it is analyzed the relationship between the online deliberation of proposals and the voting phase turnout with contextual and organizational characteristics of the processes, as well the participation in the different phases of the processes. Method: Twenty-four processes developed between 2018 and 2020 in Catalonia are analyzed. The method used for the categorization of the processes is a descriptive univariate analysis of the participation instruments promoted in the units of analysis. The method used for statistical analysis is Pearson's correlation coefficient for numerical variables, and the mean difference for nominal variables. Results: Two main participatory budgeting models are identified: A group of municipalities that develop extensive participation dynamics, including collective participation mechanisms; and a group of municipalities focused on individual participation only on a few phases of the processes. The statistical analysis does not show any evidence on the use of the platform for the online deliberation of proposals and the turnout in the voting phase with the contextual, organizational variables and the participation in the different phases of the processes.
