Title: Usabilitat a webs de la Administració Pública

Abstract: This study analyzes the usability, i.e. ease of use and simplicity of learning and understanding of the operation, of the web pages of a sample of local, regional, state and European administrations, from the point of view of a citizen without great knowledge of computers. Seven municipalities, the three island councils, the Balearic Government, two state websites and the European Union website were analyzed. To do so, two pots have been applied, one on usability that collected the heuristics of Jakob Nielsen, a widely recognized expert, and another collecting the directives that the W3C (World Wide Web Consortium) compilation called WAI (Web Access Initiative) that evaluate accessibility for people with disabilities. All this potted information is discretized, tabulated, and then processed to obtain graphs that allow to interpret together the one that has been evaluated individually. A month three levels are defined, the one of city councils, the one of councils and Balearic Government and the one of Spanish State and European Union, to group the webs to be able to obtain horizontal conclusions on the administrations of the same scope. On this scale it is processed again by means of graphs that allow conclusions to be drawn at the same level. In conclusion, it is concluded that the best pages in terms of usability are those of the Councils and Government level, and in terms of accessibility those of the higher level, it is generally noted that there is little municipal dedication to their websites.
