Title: La contribución de la Compra Pública de Innovación (C.P.I) catalana al crecimiento económico regional y a la competitividad empresarial en la era de la economía del conocimiento

Abstract: Public Procurement of Innovation, PPI, is commonly defined in the literature as an administrative action to promote innovation, aimed at fostering the development of innovative solutions from the demand side, through the instrument of public procurement. The purpose of this final degree project is limited to points two and three: having considered Catalan CPI as a fundamental part of public expenditure on innovation (R&D), our working hypothesis is to demonstrate that this is a determining factor in improving the competitiveness of the Catalan business fabric, generating an increase in the external balance and regional economic growth. The methodology employed consists of a preliminary empirical study of the evolution of expenditure on innovation and new technologies (ICT) in Catalonia using the statistical sources of IDESCAT, the Statistical Institute of Catalonia, and INE, the Spanish National Statistics Institute; The second step consists of an econometric analysis based on the simple linear regression method to find the level of correlation between the CPI understood as public expenditure on R&D and the growth of the Catalan GDP as well as the exports of goods with high technological value, both 'outputs' considered as determinants of business competitiveness by the World Economic Forum (WEF-Switzerland). The results obtained indicate that the econometric study confirms the results of the empirical study: there is a high correlation between expenditure on IPC and GDP in Catalonia, however, the correlation between exports of high technological value products as a complementary factor of competitiveness and expenditure on IPC is surprisingly weak; a possible explanation is that there is an inertia between the effort in IPC and the achievement of results in the export of innovative goods because companies need time to export these goods to new markets taking into account that most of them are SMEs that do not outsource neither the production nor the commercialisation of their products. One of the most important conclusions of this paper is, for future research, to investigate the inference of Catalan innovative public expenditure on R&D expenditure of its firms and the role of the efficient transfer by the Catalan administration of research patents to the productive sector and to determine whether the latter makes optimal use of them: based on the measurable efficiency of this mechanism, clearer bridges could be established between IPC and regional business competitiveness.
