Abstract: MELIBEA is a directory and validator of open access policies to scientific and academic production. As a directory, it describes the existing institutional policies related to open access (OA) to the academic and scientific output. As a validator, these policies are subjected to a qualitative and quantitative analysis based on compliance with a set of indicators that reflect the basis on which corporate policy is founded. The validator indicates a score based on a compliance rate for each one of the analysed policies, related to the values assigned to certain indicators and their weighting according to their relative importance. The sum of the weighted values of each of the indicators follows a percentile scale and leads to what we call "open access validated Percentage", which calculation is described in the Methodology section. Institution types analyzed are universities, research centres, funding agencies and government entities.
