Abstract: Summary of the conference organised by Dr.Marc Tarrés, from the Law and Political Science Department of the UOC. The meeting was sponsored by the School of Public Administration of Catalonia and it was held at the Salón de Grados of the University of Barcelona (UB), on 19 and 20 November 2008. At the very-well attended conference were recognised experts from academia and law, who put forward the role of public administrations in risk situations. The speakers were Dr. José Esteve Pardo, Chair in Administrative Law at the UB, Dr. Juan Antonio Carrillo Donaire, Chair in Administrative Law at the University of Seville, Dr. Gabriel Doménech, Lecturer in Administrative Law at the CEU - San Pablo de Valencia, Sr. Manuel Táboas Bentanachs, Magistrate at the Sala Contenciosa Administrativa (courts ruling on legal conflicts with public administration bodies) of the TSJ (supreme courts) of Catalonia, and Dr. Francesc Rodríguez Pontón, Chair of Administrative Law at the UB. Over the two days, the discussion was mainly focussed on cases linked to food safety, biotechnology and environmental protection. In all these areas, the operation of the principle of precaution, responsibility of public administrations, the role of administrative procedure and self-regulation were analysed.
