Abstract: The central theme of this session is "new theoretical frameworks for democratization of technology". In this paper, we will explore some of the implications of recent social and historical studies of technology for this issue. The main body of the paper consists of sketching the construction of one large technical system - the Flood Barrier in the Oostershelde, the Netherlands - and asks whether this may be an example of democratic control of techical design.
