Title: Administració oberta: una perspectiva interna

Abstract: Open administration by default, open data in a proactive and automatized way, could be analysed from many perspectives: from the point of view of technology (How it should be done technically?); from a political and social point of view (What is the goal of opening data? What is the impact?); from a point of view of reusers, whatever it will be citizens, social or business reuse (Who visualizes data? Which data they use? Which data they reuse? How they do that?); and all of these perspectives must be complemented from an internal perspective, the point of view of the people who work in these administrations. What is open data? Why it is important? What do the people who work at public administration think about open administration? What do they believe about this change of model? Do they see more inconveniences or advantages? Which implications does it have in their daily work? Which implications does it have to the organization? This paper's purpose is to answer some of these questions and to emphasize that to transform the administrations into open administrations it will be essential the knowledge and the implication of all the people who are part of them.
