Abstract: The pressure of the environment where information and communication technologies play a central role in society and regulatory pressure are leading to the introduction of new operating models in public administration that are specified in the implementation of electronic administration . This paper discusses how implementing electronic administration to municipalities between 20,000 and 50,000 inhabitants in the Girona province is taking place. From a study of the case and with reference to the theoretical models that study public innovation and transformation models of public administration, it examines the role of innovation, technology, the dynamics of organizational change and the implications this has on the transformation of these administrations. It also analyzes which instruments and strategies are used by municipalities to carry out this implementation. The results show that the introduction of electronic administration is a complex phenomenon with multiple dimensions and that indeed, transformations in the internal management of municipalities and the design of public administration are taking place, with new management dynamics that lead to visions where comprehensive management, focus on citizens and mainstreaming is gaining strength
