Abstract: Transparency enables the activity of public officials and employees to be monitored, and makes it more difficult for conflicts of interest or corruption, which flourish in opacity and in secret, to arise. As various empirical studies have shown, more information means less corruption. In recent months, a number of Spain's autonomous regions have approved legislation on transparency that develops the general provisions of Act 19/2013, of 9 December, on Transparency, Access to Public Information and Good Governance. In particular, this legislation envisages the creation of transparency websites, whereby public authorities and other bodies obliged to do so will have to publish information. This information will have to meet certain characteristics to ensure its quality and accessibility. This paper analyses the dissemination of public information on the internet, based on the regional laws approved so far, to establish the impact this legislation might have in preventing and fighting against corruption, and then consider how effective it might be.
