Title: El derecho de acceso a la información pública en las comunidades autónomas: análisis de la transparencia en las actividades de control e inspección en la cadena alimentaria

Abstract: The right of people to access public information or documents held by administrations is relatively recent, since it has not yet been five years since the entry into force of Law 19/2013 on transparency. Transparency facilitates the monitoring of the activity of public officials and employees, makes it possible to know how public money is used and makes it difficult for conflicts of interest and corruption, which can flourish in opacity and secrecy. The present work analyzes the degree of transparency of the administrations of the autonomous communities of the Spanish State in relation to the activities of the inspection and control of the food chain. Do administrations provide internal documents (inspection official reports) related to the powers of inspection and control? Are the answers complete and congruent? Are there grounds for inadmissibility (protection of personal data, confidentiality ...) that are not applicable in the petition made? Few administrations have provided a copy of the inspection records. For the same request, in some cases full access is allowed and in others, little motivated limits are invoked to deny access.
