Title: Análisis de la agenda gubernamental mediante las tecnologías de la información y la comunicación: el caso de una unidad federativa de Brasil, Estado de Pernambuco

Abstract: How to identify and analyze the government agenda through Information and Communication Technology (ICT)? The paper discusses the possibilities of applying electronic tools to examine the governmental agenda, in the case study of the strategy of a federative unit of Brazil, State of Pernambuco. The public strategy includes the formulation of public policies, with proposals and priority actions to face the challenges and combat social problems. The ICT is presented to the world as a set of tools that allow the modernization of organizations, adaptation to changes, innovation and production of analysis of public policies. The research methodology consists of an exploratory and analytical study with the application of the content analysis method and the use of NVivo and R software. The main results address the artifices of the tools to examine the public agenda, identifying and classifying what is a priority for the government. In the case of the Pernambuco Government, the subjects that received the greatest focus in the strategy were: Public Management, Social Development, Education, Infrastructure and Economic Development. While the areas of Transportation, Health, Rural Development, Public Safety and Environment were the least identified.
