El protocol a l'Alt Empordà. El cas de l'ajuntament de Llançà

Abstract

En aquest Treball de Final de Màster es pretén investigar sobre la situació actual del Protocol a l'administració local, centrant-la a la comarca de l'Alt Empordà i, específicament, a Llançà i el seu ajuntament. Els objectius específics es centraran en traçar una radiografia de la situació de la figura del responsable de Protocol en àmbit municipal a la comarca de l'Alt Empordà, definir el perfil del responsable de Protocol i l'estructura necessàries d'un gabinet de Protocol en municipis de menys de 10.000 habitants i, centrant el cas en Llançà, justificar la necessitat d'un Reglament de Protocol per al seu Ajuntament i redactar una proposta del mateix. La metodologia es basarà en la investigació secundària, a partir de l'anàlisi documental de manuals, assajos i articles sobre la matèria del Protocol, la Comunicació en el Protocol, les Relacions Públiques, i de documents de tipus jurídics i administratius com poden ser les Lleis que regulen el Protocol o les que fan referència als municipis i la seva autonomia, així com textos jurídics del propi Ajuntament de Llançà que ens apropen a l'estudi de la matèria. La cerca d'informació es completarà amb recerca sobre l'existència o no de serveis de protocol, gabinets de protocol i perfil de professional que ocupa la figura del responsable de Protocol dels ajuntaments mitjans i grans de la Comarca de l'Alt Empordà, a partir d'una investigació primària amb un petit qüestionari a una mostra dels municipis de la Comarca, principalment els de major població, però incloent també municipis de menys de 1000 habitants per copsar la seva realitat. En el cas concret de Llançà, no existeix un reglament de Protocol i Cerimonial, i l'objectiu final serà crear una eina útil per facilitar la tasca a la persona responsable de les tasques de protocol.

Los objetivos específicos se centrarán en trazar una radiografía de la situación de la figura del responsable de Protocolo en ámbito municipal en la comarca del Alt Empordà, definir el perfil del responsable de Protocolo y la estructura necesarias de un gabinete de Protocolo en municipios de menos de 10.000 habitantes y, centrándose el caso en Llançà, justificar la necesidad de un Reglamento de Protocolo para su Ayuntamiento y redactar una propuesta del mismo. La metodología se basará en la investigación secundaria, a partir del análisis documental de manuales, ensayos y artículos sobre la materia del Protocolo, la Comunicación en el Protocolo, las Relaciones Públicas, y de documentos de tipo jurídicos y administrativos como pueden ser las leyes que regulan el Protocolo o las que hacen referencia a los municipios y su autonomía, así como textos jurídicos del propio Ayuntamiento de Llançà que nos acercan al estudio de la materia. La búsqueda de información se completará con investigación sobre la existencia o no de servicios de protocolo, gabinetes de protocolo y perfil de profesional que ocupa la figura del responsable de Protocolo de los ayuntamientos medianos y grandes de la Comarca del Alt Empordà, a partir de una investigación primaria con un pequeño cuestionario a una muestra de los municipios de la Comarca, principalmente los de mayor población, pero incluyendo también municipios de menos de 1000 habitantes para captar su realidad. En el caso concreto de Llançà, no existe un reglamento de Protocolo y Ceremonial, y el objetivo final será crear una herramienta útil para facilitar la tarea a la persona responsable de las tareas de protocolo.

The aim of this Master's Thesis is to investigate the current situation of the Protocol in the local administration, focusing it on the Alt Empordà region and, specifically, on Llançà and its city council. The specific objectives will focus on drawing an x-ray of the situation of the figure of the head of Protocol at the municipal level in the Alt Empordà region, define the profile of the head of Protocol and the necessary structure of a protocol office in municipalities of less than 10,000 inhabitants and, focusing the case on Llançà, justify the need for a Protocol Regulation for their City Council and draft a proposal for it. The methodology will be based on secondary research, based on the documentary analysis of manuals, essays and articles on the subject of the Protocol, Communication in the Protocol, Public Relations, and legal and administrative documents such as Laws that regulate the Protocol or those that refer to municipalities and their autonomy, as well as legal texts from Llançà City Council itself that bring us closer to the study of the subject. The search for information will be completed with research on the existence or not of protocol services, protocol offices and the profile of a professional who holds the position of head of Protocol of the medium and large councils of the Alt Empordà Region, in from a primary research with a small questionnaire to a sample of the municipalities of the Region, mainly those of greater population, but also including municipalities of less than 1000 inhabitants to catch their reality. In the specific case of Llançà, there is no protocol and ceremonial regulation, and the ultimate goal will be to create a useful tool to facilitate the task to the person responsible for the protocol tasks.
