Abstract: Nowadays external communication in public and private organizations is essential. It is important to have a communications team who works to communicate clearly and orderly following a strategy to achieve specific goals. However, even now there are companies without a communication department either due to economic issues, disinterest, lack of time... Within the group of organizations that stand out to have a more unstructured communication, without planning, are the public administrations especially the locals. One of the most important tools in corporate or strategic communication is the communication plan. Through this, the strategies to be followed can be established in a more orderly way in order to communicate everything correctly. In addition, now it is very important to have presence and activity on social media in order to reach specific target audiences. This work highlights the case of Sant Hilari Sacalm City Council, and more specifically proposes a communication plan for Fira Guilleries, a cultural fair held annually in October, in order to consolidate it in the region. In this project it have been followed the different steps established by Ronald D. Smith in order to achieve a viable and effective communication plan.
