Title: Producción de la Vivienda de Interés Social en el Hipercentro del Distrito Metropolitano de Quito. Estudio de caso del Plan de Uso y Gestión del Suelo (PUGS)

Abstract: Faced with the current model of VIS production based on the configuration of the urban peripheries of the DMQ, which has accentuated inequality and social exclusion, the main objective of this research is to evaluate the impact of the new Land Use and Management Plan (PUGS) on the production of Social Interest Housing (VIS) in the Hypercenter of the Metropolitan District of Quito (DMQ). Documentary review, graphic representation, semi-structured interview and structured observation have been the techniques used to obtain the empirical data necessary to elaborate the analysis and development demanded by this research. The most important results have been the identification of the theoretical and methodological elements of the PUGS that have an impact on the production of VIS in the DMQ, the identification of minimum conditions and land allocation criteria for the declaration of Special Zones of Social Interest (ZEIS) for the implementation of VIS, the location of ZEIS declared in the DMQ, the characterization of ZEIS declared in the Hipercentro, the prospection of areas for the declaration of new ZEIS in the Hipercentro, and the establishment of guidelines to make the supply of VIS viable in the Hipercentro, and the affordability of decent and adequate housing from functional, aesthetic, and cultural aspects. The main conclusions have been that the PUGS is a very structured plan, always in improvement, which in effect seeks to promote, foster, administer and manage the land and land supply for social housing, through the Declaration of Special Zones of Social Interest (ZEIS), with the purpose of guaranteeing the right to the city and the right to housing in an adequate and dignified habitat. However, it is worrying that this instrument, which has the capacity to influence the location of social housing, continues to promote the current trend based on the configuration of urban peripheries.
