Abstract: In times of uncertainty for companies and organizations, crisis communication becomes an essential and primordial tool to maintain their image in the eyes of their public, through an effective, fast and transparent management to strengthen your bonds of trust. In this context, public administrations also come into play, which do not always see the usefulness of having a crisis communication plan or a crisis manual as part of their communication strategy. It was not until the emergence of the Covid-19 pandemic that the public sector realized the need to have guidelines for communication action in the face of such unforeseen events. In this sense, the Vilanova del Camí City Council is preparing a crisis communication plan, with its respective manual, and has seen the need to communicate it to its audiences to demonstrate that the public administration is prepared to communicate in a crisis. For this reason, this TFM designs a communication campaign to publicize the crisis communication plan, detecting the key audiences that must be informed. However, to develop the plan, the Town Council has had to establish the mission, vision and values of the institution, which had not existed so far, in order to give coherence to all the communications made by the Town Council, especially in critical periods.
