|This paper addresses the problem of the availability of permanent housing due to the high concentration of tourist housing in the historic areas of some cities. In this sense, the objective of the paper focuses on designing a participatory process of regulation of tourist housing in Girona, from the process currently underway in the city where participation has only gone through a public consultation. Through research and documentary review, it has been exposed the reality on which the problem is raised and the participatory tools have been used so far in the city of Girona in the scope of the proposal that includes the TFM. Likewise, a theoretical framework based on the co-production of urban policies has been proposed, selecting the key criteria of participation in co-produced actions between the administration and the citizenship, as well as significant experiences of participatory processes of regulation of housing for tourist use. These elements, together with the incorporation of the intersectional gender perspective and the elaboration of a sociogram with the agents of the territory, have allowed the elaboration of the specific proposal for the participatory process presented here. The conclusions of the work include a brief description of the elaboration of the document, highlighting the most significant participation criteria of the proposal, linked to the legitimization of an action within the urban governance model. On the other hand, several orientations are offered in relation to the design of the proposal, to the agents of the territory and to the participation criteria themselves. Finally, the continuity of the proposal is considered, taking into account the political reality of the city of Girona.
