Buscando instrumentos de coordinación para la gobernanza climática multinivel en España

Abstract

La doctrina internacional, y en los últimos años también la española, han señalado la necesidad de coordinación en la planificación y en la implementación de las políticas de cambio climático entre todos los niveles de gobierno. Sin embargo, hasta la actualidad, en España parece no existir ni estar previsto ningún mecanismo concreto idóneo que permita (o favorezca) la coordinación, ni desde un punto de vista político ni administrativo, entre el nivel de gobierno estatal y los diferentes niveles subestatales. Partiendo de esta premisa, el objetivo del presente estudio es analizar el Plan Nacional de Adaptación al Cambio Climático (PNACC) de 2006, el borrador del Plan Nacional Integrado de Energía y Clima (PNIEC) de 2020, y el anteproyecto de la Ley de Cambio Climático y transición energética (APLCCTE), a la búsqueda de referencias concretas a mecanismos que posibiliten la coordinación de políticas climáticas.

International scholars, and in recent years Spanish as well, have pointed to the need for coordination in the planning and implementation of climate change policies between all levels of government. However, until now, in Spain there does not seem to exist or be foreseen any suitable concrete mechanism that allows (or fosters) coordination, neither from a political nor an administrative point of view, between the national government and the different sub-national governments. Starting from this premise, the objective of this study is to analyse the 2006 National Climate Change Adaptation Plan (PNACC), the draft 2020 Integrated National Energy and Climate Plan (PNIEC), and the draft Law on Climate Change and Energy Transition (APLCCTE), in search of specific references to mechanisms that enable the coordination of climate policies.
