Abstract: Intermediate local governments play an important role in digitizing all local entities. This article analyzes, first, the process of digital transformation that intermediate local governments are experiencing through the incorporation of electronic tools in the provision of services that are under their competence and which they use in their relations with municipalities or with persons interested in administrative proceedings. Second, the article studies how intermediate local governments are driving the digital transformation of the territory by promoting smart territory projects. Third, the article examines how intermediate local governments cooperate and assist municipalities and other local entities in their digital transformation processes. Fourth and finally, the article debates on the role that intermediate local governments can play in the digital transformation of local entities in light of the Recovery, Transformation and Resilience Plan.
