Dossier sobre transparència i bon govern

Abstract

Aquest dossier presenta una selecció de materials en matèria de transparència i bon govern. Atès el volum que té en l’actualitat la documentació en aquesta matèria, aquest recull pretén aportar valor no per la simple recopilació quantitativa sinó pel fet de compartir una perspectiva d’anàlisi que permeti al lector aproximar-se o bé aprofundir aquesta matèria. El recull té vuit apartats, cadascun dels quals segueix una estructura interna adaptada al tipus de material en qüestió, i en els quals es presenta la selecció duta a terme amb indicacions específiques dels materials seleccionats. Els vuit apartats són: una introducció explicativa; normativa; referències bibliogràfiques; recursos de la xarxa; jurisprudència; dictàmens d’òrgans consultius espanyols; documents de diverses institucions i guies per implementar les lleis de transparència. Amb aquesta estructura s’ha dut a terme una selecció atenta a la gran extensió i diversitat que presenta el tema de la transparència i el bon govern, diversitat que es tradueix en cinc dimensions: la territorial, la temàtica, la metodològica, la relativa a la tipologia de materials i la temporal. Tenint en compte la complexitat derivada d’aquest panorama, les pautes o principis que s’han seguit per a l’elaboració d’aquest dossier i que caracteritzen la seva aproximació i contribució han estat les de no exhaustivitat, equilibri raonable, suficient representativitat i obertura màxima de perspectives.

This dossier offers a selection of materials dealing with transparency and good governance. Given the current volume of documentation on this matter, this compilation’s added value is not so much that of a quantitative compilation, but the fact that it offers the reader an analytical perspective which will allow them to either approach, or gain deeper insight into the subject. The dossier has eight sections, each of which follows an internal structure adapted to the subject matter in question, and in which a brief explanation of the selection and specific information on the selected material are included. The eight sections are: an explanatory introduction; legislation; bibliographic references; online resources; case law; judgements by Spanish consultative bodies; documents by different institutions and implementation guides for transparency acts. Following this structure, a careful selection has been carried out of the extensive and diverse amount of information available on transparency and good governance. This diversity is translated into five dimensions: territorial, topical; methodological; relating document typology; temporal.
