Abstract: The general objective of this research is to systematize, describe and analyze to what extent the largest municipal governments in Mexico are using web tools to enable engagement participation. To this end, an index of municipal electronic participation is developed that allows characterizing the functionalities and channels of electronic participation present in the analyzed municipal web pages. Among the results, it is observed that most of the municipalities limit the use of their web portals to the delivery of public information and are not taking advantage of the potential of ICTs to consult citizens or to involve them in public decision-making, which generates an incipient performance in the municipal electronic participation index. Finally, with the data obtained, an explanatory analysis is carried out, making a statistical analysis together with variables that the literature has identified as determinants of electronic participation, through which it is concluded that institutional factors have a greater weight than political, socioeconomic, and social factors. technologies in the Mexican context.
