Abstract: In an increasingly globalised and interconnected world, the development of effective communication strategies has become a determining factor in practically all areas of society. This strategic need is even more pressing, if possible, in the case of public administrations, which have to deal with a wide range of target audiences and a series of conditioning factors derived from their own nature, characteristics and status. The Final Degree Project (TFG) presented here, as part of the university degree in Communication offered by the Universitat Oberta de Catalunya, contains the foundations and development of a communication plan for the Spanish National Statistics Institute (INE). In order to adequately set out the bases on which this plan is developed, it is based on a conceptual and theoretical framework. In it, the concepts and theories that allow us to develop a well-founded work are presented and addressed. Particular emphasis is placed on those aspects on which this work is based: organisational communication, public relations and public institutional communication. The INE's need to get closer to citizens is the reason for drawing up this communication plan. However, in order to design it, it is not only necessary to articulate the strategy that defines the actions that will enable it to achieve its objectives, but also to bear in mind the new and changing communication paradigm in which we are immersed. To all of this, we must add the particularity of the fields of communication, advertising and public relations within the public institutional sphere. Through the results of a field study, and together with other existing resources and studies, the data and parameters that justify, qualitatively and quantitatively, the rationale for the proposed communication plan are clearly presented. The development of the plan is based on a traditional methodology in which we differentiate four phases: research, planning, implementation and evaluation. Being part of INE, as a senior management technician for more than twenty years, has to a certain extent facilitated some of the work included in each of these phases. However, at other times it has been necessary to carry out an exercise in abstraction in order to approach or study certain aspects from a perspective external to the institution. The communication plan developed in this TFG, is ultimately intended to be an effective tool that will enable INE to communicate with its audiences as effectively as possible in order to achieve its proposed objectives. These objectives will not only be beneficial for INE, but also for society in general, since, after all, all the actions carried out by this official body have an impact on society.
