Abstract: Participatory budgeting is a methodology that aims at increasing the participatory culture in society and the co-responsibility of citizens in the local government budget management. It is an act of direct and participatory democracy that tries to increase the transparency of local governments and thus, improve the confidence of citizens in politics. In 2011 participatory budgeting was implemented for the first time in Vila-real, obtaining 17 proposals and a low participation rate of citizenship. Nowadays, after 8 editions of participatory budgeting in Vila-real the participation rate has not significantly increased despite the introduction of the local smartphone application in 2017, and the presence of the local authorities in the social networks. This study performs an analysis of the implementation of the participatory budgeting project at a local level. Furthermore, it also identifies the possible points of improvement and proposes novel ideas to increase citizenship participation rate through the use of new technologies and social networks.
