The most extensive part of the work is dedicated to the development and analysis of the management of this project, which has strategic and technical aspects in which different teams of public entities and private companies are involved. A final analysis of the management carried out exposes the advantages and strengths of this methodology, as well as the resulting synergies, validate the greater effectiveness of it over each of the two original methodologies separately.
