Abstract: In the last decades, administrations have promoted an innovative way in the configuration of public policies, characterised by involving citizens in their definition and execution. At the same time, the emergence of the information society and the use of ICT for social, economic, communicative and governmental purposes suppose the reconfiguration of contact channels and relationships between government actors and civil society. In this context, there are people who, due to factors such as gender, age, educational level or income level, have low or non-existent levels of use and access to ICT, a situation defined as a digital divide. These inequalities make it difficult for the affected groups to participate in decision-making about public matters, which are conveyed through the participation processes that the administration carries out. In this research, the object of study is defined by those local administrations that have adopted the Decidim platform to involve citizens in decision-making. The tools and activities developed to reduce this problem will be analysed, with the aim of checking whether the new virtual channels are combined with the face-to-face ones.
