Estudio de integración de drones con la aviación comercial en el ámbito de los sistemas de comunicación

Abstract

El espacio aéreo ha sufrido una gran transformación debido a la presencia y uso crecientes de los drones y, con ello, ha aumentado el número de incidentes registrados entre estos aparatos dirigidos por control remoto y los aviones de pasajeros en aeropuertos de todo el mundo, poniendo en grave riesgo la seguridad aérea y de las personas. En nuestro país, aún no se ha reportado ningún incidente de consideración. Sin embargo, se ha establecido una normativa que regula el diseño y fabricación de este tipo de aeronaves, así como las limitaciones de uso y espacios restringidos para evitar situaciones de riesgo. No obstante, existe cierta preocupación por el uso imprudente o malintencionado de estos artefactos, como ocurrió recientemente en el aeropuerto londinense de Gatwick. Por este motivo, surge la necesidad de encontrar la forma de integrar y compatibilizar de forma segura el uso de drones con la aviación comercial mediante el análisis y estudio de las diferentes técnicas y sistemas de comunicaciones que existen para identificar, detectar y limitar la presencia de drones en el entorno aeroportuario español e integrarlos dentro de los sistemas de control de tránsito aéreo. Para ello, se realizará la recolección de información relacionada con los distintos tipos de drones, así como sus características y se analizarán las diferentes normativas y regulaciones a nivel nacional e internacional para encontrar una o varias soluciones viables técnicamente que encajen dentro del marco normativo y que permita hacer un uso eficiente y seguro del espacio aéreo en el entorno aeroportuario español.

The airspace has undergone a great transformation due to the increasing presence and use of drones and, with this, the number of recorded incidents between these remote-controlled aircraft and passenger aircraft in airports around the world has increased, putting in serious risk the aviation security and of the people. In our country, no significant incident has been reported yet. However, a regulation has been established that regulates the design and manufacture of this type of aircraft, as well as the limitations of use and restricted spaces to avoid situations of risk. However, there is some concern about the reckless or malicious use of these devices, as was recently the case at London's Gatwick airport. For this reason, the need arises to find a way to integrate and securely combine the use of drones with commercial aviation through the analysis and study of the different techniques and communication systems that exist to identify, detect and limit the presence of drones in the Spanish airport environment and integrate them into air traffic control systems. For this purpose, the collection of information related to the different types of drones will be carried out, as well as their characteristics, and the different regulations will be analyzed at a national and international level to find one or several technically feasible solutions that fit within the regulatory framework and that allow make an efficient and safe use of the airspace in the Spanish airport environment.

L'espai aeri ha sofert una gran transformació a causa de la presència i ús creixents dels drons i, amb això, ha augmentat el nombre d'incidents registrats entre aquests aparells dirigits per control remot i els avions de passatgers en aeroports de tot el món, posant en greu risc la seguretat aèria i de les persones. Al nostre país, encara no s'ha reportat cap incident de consideració. No obstant això, s'ha establert una normativa que regula el disseny i fabricació d'aquest tipus d'aeronaus, així com les limitacions d'ús i espais restringits per a evitar situacions de risc. No obstant això, existeix certa preocupació per l'ús imprudent o malintencionat d'aquests artefactes, com va ocórrer recentment en l'aeroport londinenc de Gatwick. Per aquest motiu, sorgeix la necessitat de trobar la forma d'integrar i compatibilitzar de forma segura l'ús de drons amb l'aviació comercial mitjançant l'anàlisi i estudi de les diferents tècniques i sistemes de comunicacions que existeixen per a identificar, detectar i limitar la presència de drons en l'entorn aeroportuari espanyol i integrar-los dins dels sistemes de control de trànsit aeri. Per a això, es realitzarà la recol·lecció d'informació relacionada amb els diferents tipus de drons, així com les seves característiques i s'analitzaran les diferents normatives i regulacions a nivell nacional i internacional per a trobar una o diverses solucions viables tècnicament que encaixin dins del marc normatiu i que permeti fer un ús eficient i segur de l'espai aeri en l'entorn aeroportuari espanyol.
