Abstract: Total quality management systems, which emerged within the industry and later applied to services, have been extended generally to the field of higher education. The objectives that these systems have assumed are of two kinds: external objectives that serve accountability, through which the State imposes its supervision on higher education institutions, and internal ones on the educational institutions themselves, which use these mechanisms. in order to increase the quality of its services and achieve a greater capacity to attract and retain students. The existence of this double objective is conflictive and has led, on many occasions, to a predominance of the external aims of the quality systems over the internal ones, making it forget that the ultimate aim of a quality system is continuous improvement. The purpose of this work is to develop a simple tool, based on current research and whose center is higher teaching activity, which, through self-evaluation, can contribute to the improvement of university activity.
