Title: Plan de Manejo Sostenible del destino turístico de Papallacta

Abstract: Tourism, which was once considered 'the industry without chimneys', is increasingly recognizing its impact on destinations and the resources used for its development; with this arises the need to enhance its benefits and reduce its impacts to make it sustainable for new generations and its current stakeholders. Thus, this study aims to evaluate the current situation of the tourist destination of Papallacta in Ecuador and the sustainable management developed in it with the purpose of proposing corrective and improvement actions; which is fundamental for the correct development of the activity mainly in developing countries where the destinations are immature and their progress can be corrected in time. This research was framed in two perspectives, the first one from the method of analogical reasoning in which the indicators of the Biosphere certification were compared with the reality of the destination, together with the application of methodological complementarity in which both qualitative and quantitative techniques are included, which allowed to have a holistic vision of the case to initiate the second phase of projective type and generate solutions and alternatives that optimize the resources and the satisfaction of its takeholders. In the deduction, a low execution of the indicators is evidenced, in which only 6 of them are close to high performance, compared to 26 indicators of null application, while the relative achievement is clearly favored in many cases by actions of the private companies of the sector. The three axes of sustainability present, in the social sphere, a direct benefit of tourism for the local population, which has emerged as a consequence of this activity in which it is important to highlight the alliance between private and public companies and NGOs in favor of the population and production; The environmental factor is highlighted by the large amount of resources available in the sector and that are exploited for the benefit of the community and the general supply such as drinking water, hydroelectric generation and hot springs as the main tourist attraction, in this aspect highlights the private company Termas de Papallacta with projects of thermal floor heating and wastewater treatment plants based on totora, together with the mixed actions of training to the community; While the economic factor is determined both by tourism and public companies in their Sustainable Management Plan for the Papallacta tourist destination and livestock activity as a residual source, observing an unsatisfied demand for activities and services complementary to thermalism. Implementing governance and sustainability processes in order to maintain the perception of tourism as a beneficial activity for society and its development is transcendental; likewise, the joint work of the agents involved should be strengthened in order to minimize impacts and maximize the benefits generated.
