Abstract: Quibdó is a Colombian city, capital of the department of Chocó and one of the most important towns in the Colombian Pacific Region. However, despite being located in one of the most biodiverse regions of the country, the city presents serious problems of poverty and social inequality that position it as an embryonic city within the national context, as it does not achieve the minimum goals of social development in terms of health, housing, education and public services. Given its unquestionable urban and social backwardness, it is urgent to implement measures that contribute to overcoming this condition of vulnerability and thus achieve minimum goals of urban prosperity that grant a better quality of life for all citizens of Quibdó. For this reason, this research proposes a new model of city, called priority urbanism, especially adopted for environments with characteristics of extreme poverty, as well as offering an altered form of measurement, based on (15) dimensions linked to the guidelines of priority urbanism, and from which fifty-three (53) urban indicators are derived, which aim to correctly and accurately measure the poverty of the city with the objective of identifying its real problems, and thus arrive at a clear diagnosis that makes it possible to adequately propose strategic lines for the future urban development of Quibdó.
