Title: Entre dos fuegos: Andorra 1930-1945

Abstract: This paper seeks to explain the notable difference between what happened in Andorra and its two neighbors between 1930 and 1945, when Spain and France suffered enormous human and material losses because of internal political turbulence, the world depression of the 1930s, and especially the Spanish Civil War and World War II. Notwithstanding the negative impact of those events, the Principality was able to lay the foundations for an economic development that would allow it to go from secular poverty to catch up with the rest of Western Europe by the end of the century. This different behavior is explained using the concept of frontier country and analyzing the peculiar Andorran political system of that time, based on the medieval pariatges, where two foreign co-princes with equal powers jointly exercised sovereignty and had the final decision-making power but coexisted with the Consell General, representative of the popular will. These two important characteristics have differentiated Andorra from the otherwise similar cross-border Pyrenean regions and allowed the country's economic takeoff to begin in a period when its neighbors suffered major crises.
