Abstract: This TFM is based on a personal concern to reflect on the concept of culture linked to human rights, understanding its relevance as an agent of social transformation. Focused on the city of Valencia as a field of study, the research is proposed as an opportunity to understand the role played by cultural facilities -material and symbolic elements representing the cultural identity of cities- at a time when we observe how a hegemonic and commodified culture threatens cultural diversity. Understanding the complexity and the multiple readings and approaches to the concept, this document is also presented as an opportunity to gather this information and orchestrate dialogues between them, especially between those that share a critical view on the relationship between culture and power and those related to an understanding of culture as an absolute necessity; as the way in which we give meaning and control to our lives. Subsequently, a path is proposed towards a methodology of analysis that allows us to understand the symbolic and material barriers that prevent publicly owned cultural facilities from guaranteeing equal access to culture for all citizens and from dialoguing with the context of which they form part. And, complementarily, local community practices that create and define common culture outside the institutional representation space are observed in order to visualize some of the conflicting interests. Finally, under the assumption that cultural facilities are common goods that still have multiple and unexplored roles in the development of culture, it is proposed to reflect on how these infrastructures could be transformed into living, democratic and useful spaces, open to the care of life and oriented to allow citizens to exploit a common culture.
