Abstract: This study is an analysis of the National Cultural Policy of Peru to 2030, which starts from the question: What is the context of the informal sector of the arts and those that do not respond to the dynamics of the market, what other forms of production of the arts and cultures exist outside the dynamics of the market and the neoliberal system? This has made us realize not only the lack of an in-depth study of the informal sector of culture, but also the need to broaden the view of the National Cultural Policy, with policies and actions that contemplate the informal independent sector and/or those that are not inserted into the dynamics of the market. This path has led us to reflect on the cultural policy and governance model proposed in the PNC; whether it has contemplated the diversities of the cultural sector and whether its approach fosters the homogenization of culture and/or cultural dirigisme on the part of the state. To finally envision in the near future, a model of cultural policy and governance, with its own emancipated discourse, to promote what I have called: cultural policies of collective creation.
