Abstract: The objective is to redefine the current communications and perimeter security services so that the 'Defensor del Pueblo' (DdP) staff works in a more coordinated way and allow the DdP to benefit, not only of the economic synergy of this unification, but above all the evident technical synergy of considering communications and security as something intrinsically united and increasing the value addition of these services to the institution, especially in the area of security that evolves from perimeter management towards identity management and access security. Thus, the essential element, which constitutes a strategic objective of the DdP in this tender, is to have the ability to make the most of the advantages and benefits derived from the convergence between networks of the new digital context and the cloud service model recently adopted by the DdP, and that is understood as essential in the medium term within the transformation process undertaken by the institution.
