Abstract: | The granting of amnesties and its relationship with refugees have been indissolubly linked since ancient times. The first international amnesty in the history of humanity is recorded in the oldest known peace treaty, the Treaty of Kadesh (1259 BC), signed by the Hittite Kingdom and Egypt. The amnesty was used to ease the return to peace following a very convulsive political period between states, the war between the Egyptian and Hittite empires; and in the state, the battle for the throne inside the Kingdom of Hattusa seven years after the battle of Kadesh. |
