Abstract: The purpose of this Master's Thesis is carried out on Citizen-oriented Digital Transformation of Public Administration, although all stakeholders are considered. The first part of this work presents a theoretical study of interoperability and current legal regulations, in particular, the scope of the Spanish e-Government. The digital public service, object of this Master's Thesis, is designed in accordance with the principles of the European Interoperability Framework (EIF) and current national legislation. EIF gives specific guidance on how to set up interoperable digital public services. The second part of the work focuses on the requirements of an interoperable digital public service in Valencia ready for bidding: 'Sede Electrónica de Ciutat de les Arts i les Ciències'. European Interoperability Reference Architecture (EIRA) and the embedded cartography provide a method to document reusable and interoperable Solution Building Blocks. Interoperability Requirements, HL and DL, are formulated for all the EIF interoperability levels: Legal; Organisational; Semantic and Technical Interoperability Requirements. ArchiMate diagram describes the subsystems and components of the 'Sede Electrónica' by presenting a number of architectural views. This Master's Thesis demonstrate that 'Sede Electrónica' complies with current applicable regulations and European Framework. In addition, the bidding process to acquire the solution is already complete. The Master's Thesis shows in an innovative way at the national level that the Sede Electrónica designed is ready for tender and the application of the European Framework of Reference ensures the quality of the project. The Interoperability Test Bed, ITB, ensures quality control.
