Abstract: A curriculum of skills and competencies has been prepared in the form of a white book that enables social educators to use the Internet and social networks in the context of political, social, and cultural participation. This curriculum aims to reveal the ideology that underlies the dominant conception of literacy and stop prioritizing the acquisition of utilitarian skills in order to prepare the user for their insertion in the labor market. The curriculum focuses on the promotion of values such as intervention, care, critical awareness and emancipation, increasing the civic and social impact of literacy initiatives. This critical digital literacy also fosters knowledge and use of free software tools and programs, analyzes existing power structures, and promotes autonomous citizen activism.
