Title: Análisis de la formación de las políticas de sociedad de la información en Cataluña (1993-2003)

Abstract: The policies of "information society" in Catalonia in the reference period were conditioned by a double fracture. On the one hand, due to the "political fracture" between the Generalitat (governed by CiU) and the City Council of Barcelona (PSC), which led local administrations in this area. Following the approval in 1995 of the "Cable Telecommunications Act", which allowed the deployment of alternative infrastructures to those of Telefónica, the municipalities grouped together in the Localret consortium and the Generalitat supported separate strategies without a joint project. There was also a "strategic fracture" between the public and private decision centers in Catalonia and the collective of the "illustrated-ICTs" that drove network policies. Unlike in the U.S., Finland or Korea, there was no "strong partnership" (in the sense of Latour) between ICT strategies and country projects. It showed that the 1998 "Catalunya en Xarxa" Strategic Plan was not approved by the Catalunya Parliament or by the Govern of the Generalitat, nor was it reformulated after the changes forced by the "cable crisis" that emerged in 2000.
