Abstract: This research work studies the process of transformation of the universities of the countries of the OECD during the two last decades, concretely the parameters of its evolution towards the university network concept and its interaction with the adoption and diffusion of the use of the Information and Communications Technologies (TIC) in the educational activity and the university management. In this framework, the investment patterns of a sample of virtual universities are determined, defined as universities that develop his formative activity through e-learning systems, and the relation between TIC and economic efficiency is analyzed, reaching to demonstrate the following main hypothesis: the complementary effect of the investment in TIC and the methodological and organizational innovation are the determining factors of the technical and appointing efficiency of this typology of universities; in addition, these investment patterns explain the need of adapting the systems of costs traditionally implanted in the university sector to a new structure of costs.
