Title: Crisis de las cadenas globales de valor post Covid-19 en la industria IT: causas, consecuencias y aprendizajes

Abstract: The main objective of this document is to understand what the impact of the covid-19 pandemic in the IT industry Global Value Chains (GVC) was during the period 2018-2023, putting an emphasis on exports in Europe, US, China, South Korea and Taiwan, as global leaders in the microprocessor, semiconductor, data processing equipment & computer industries. Methodologically, this study analyses quarterly data on imports & exports using the harmonized tariff codes of intermediate inputs and final outputs for the global computer hardware manufacturing industry, obtained from the International Trade Center (ITC) and the corresponding statistics from UN Comtrade. To carry out a faithful analytical-descriptive study with greater precision for each of the agents involved, this analysis will make use of the Hodrick-Prescott filter, as these time-series are characterized by strong seasonal oscillations and by interferences derived from the shock itself. This paper contributes to the current well-known literature on the semiconductor industry GVCs during the covid-19, adding as principal novelties, on one hand, the aggregated study of the computer manufacturing industry and, on the other hand, an individualized outlook for each of the most important participants in this GVC, using up-to-date data till March 2023, also covering all those regions not included in the OECD TiVA databases. Covid-19’s shock has demonstrated the resilience and relatively fast adaptability of this GVC, despite the initial difficulties, by successfully adapting to the new global scenario. During the first few quarters following the pandemic impact, the Just-in-time (JIT) system presents issues in its fundamental premises, particularly those regarding keeping low inventory levels and use ondemand manufacturing, which could have created initial bottlenecks and shortages in the beginning of the pandemic outbreak. Furthermore, during the Covid-19 pandemic, data shows that there have been winners and losers in the IT global value chain (GVC), clearly being China the biggest beneficiary, gaining significant growth both in the production of intermediate inputs and in terms of finalized outputs, increasing from a 25% of share in global exports in 2018 to more than 34% in March 2023. However, other countries like Korea have struggled heavily and decreased, especially in the semiconductor industry they lead.
