|Through this projective investigation, the objective of designing a municipal program for the technically assisted construction of progressive housing is fulfilled, including the guidelines for the development of a pilot project in Metropolitan Lima. The methodological strategy used is a hybrid between documentary research, which has collected information, through the search, analysis and interpretation of research that addresses the issue of self-construction, taking the studies carried out by Turner (2018) as the main reference; and a field investigation in which information has been collected directly from the main actors in the self-construction processes, from the perspective of action research. Both methodological strategies result in the typologies of self-constructed housing and the modalities for receiving technical assistance, the guidelines for territorial targeting and the proposal of the Municipal Program for the assisted construction of progressive and self-constructed housing in Metropolitan Lima. Additionally, the proposal for the application of the Pilot Project in La Flor, Carabayllo, in Metropolitan Lima, Perú, is being developed. Finally, it is presented as a first conclusion that population targeting must be rigorously complemented with territorial targeting, which includes the criteria of habitability of the built space and habitability of the surrounding conditions; as well as the organizational social criteria. In addition, it is concluded that municipal housing programs should promote housing co-governance models to establish direct articulation strategies between local government and citizens.
