Title: Crisis climática y planificación urbana en Palma: la transformación del espacio público como herramienta de mitigación del cambio climático

Abstract: This research work aims to study the role of urban public space in reducing the effects of the climate crisis and the challenges of these transformations. The case of the city of Palma serves to examine the transformation suggestions contained in the main plans approved by the City Council and their climate impact, as well as to identify the main obstacles and hiccups that prevent the implementation of the plans and examine the structure of urban climate governance. To achieve this, an investigation has been carried out that combines different qualitative methodologies such as documentary review, case study and semi-structured interviews. The main results indicate that Palma has urban planning that transversally integrates the perspective of climate mitigation effectively and with proposals to transform public space in mobility and urban planning. However, there are important brakes and difficulties that prevent the implementation of these public policies, such as the current climate governance and the fragmentation of powers, the lack of mechanisms for citizen participation, the absence of leadership, vision of the city model and will; as well as the political context, the lack of human and economic resources and the opposition of some groups. A list of recommendations is provided to propose solutions to these brakes and obstacles.
