Abstract: So far, municipal transparency assessments have been carried out using indicators based primarily on citizens access to public information through the Internet, with different values obtained from transparency for the same government. The analysis of these measuring tools showed us how some of them considered areas with a certain dimension as public policy and others didn't. The search for a homogeneous value of transparency that gives objectivity to the results, led us to analyse and explain what the ultimate meaning of measuring the transparency in a municipality is, that is, defining what is measured transparency and what type of value we can get with it. The qualitative analysis of a transparency measured by means of indicators and rankings of town halls, also that, which is defined in the Spanish regulations at the local level currently, revealed characteristics and effects of the measurement of transparency with a political dimension that were not considered by any of those systems. These dimensions not considered so far, took us thinking about how we could measure the transparency by the political effects that it generated, what they were and how they contribute to giving greater public value in any municipal public policy. As a new finalist way of evaluating transparency for its contribution to the political value, we formulate a proposal and methodology of new measurement and directed the effects generated by transparency from the inside of any local public policy that considers it.
