Abstract: The rural world especially in Western countries has revealed little interest in the scientific literature on ICT, and this invisibility constitute a subtle form of exclusion. To avoid this, it becomes a necessary step getting to know what uses are made of ICT in rural environments, providing reliable analytical elements, to help launching a line of theoretical and methodological research that serves to digital literacy tasks and rural development. Abla, a municipality of the Almería province, has started an initiative of ICT ownership and development, with local agents and mobilizating both persons habitually resident in the village as others who, due to migration are not, constituting a basic participatory movement called Abla 2.0.
